The Ministry of Environment in Jordan: the required legal and administrative framework for the establishment of a ministry of environment

During the last two decades, Jordan has witnessed a great interest in all aspects of environment protection issue. This is due to the increasing pressure of the environmental problems, as well as the increasing environmental awareness. Therefore, Since he ascended to the throne, His Highness King Abdullah II has showed an apparent interest in environment.

His Highness called upon establishing a ministry of environment, since environment and its issues are not luxuries anymore, yet they become international concerns. According to the sublime royal directions issued in the charging book of engineer Ali Abu Al-Ragheb government, the Prime Minister has committed to this direction by ratifying on the environmental ministry in Jordan, in his ministerial statement for the Lower House. A competent committee was established by the chairmanship of the prime minister deputy Dr. Mohammad Al-Halayqah, to study the environmental legislations and to attain the legislative and administrative vision appropriate to the desired ministry. This committee appealed to the interested people to present their views about the pursued ministry.

As a response to this appeal, the Environment watch program held a seminar about the Legislative and Administrative Framework Requested to the Environment Ministry. A number of environmental experts were invited and a number of recommendations were resulted and presented to the competent committee. Some of the recommendations are:

  • Establishing the ministry becomes the request of all the workers of the environment field in Jordan.
  • The ministry is the desired mean of managing a successful environment.
  • The ministry must have a modern administrative style that is free of bureaucratic restrictions.
  • Decentralization in the work of the desired ministry is the best administrative method.
  • The ministry must have an efficient observational roll in developmental factories and plants.
  • It is important to deal quickly and efficiently with the international donor institutions.
  • The necessity of providing systems and mechanisms for an efficient and flexible settlement and observation in the new ministry.
  • The necessity of providing a real cooperation between the ministry and the Civil Society organizations.
  • The necessity of amending the law of environment protection No. 12 for the year 1995, to be in harmony with the coming era.
